JJ Act: Draft Guidelines on Conducting Preliminary Assessment
Recently, the National Commission for Protection of Child Rights (NCPCR) formulated draft guidelines for conducting the preliminary assessment under Section 15 of the Juvenile Justice Act, 2015 (assessment of child of 16 to 18 years of age for trial before children’s court or juvenile justice board in cases of heinous offences).
Rationale behind Draft Preliminary Assessment Guidelines
- On July 13, 2022, the Supreme Court while hearing a case related to the murder of a Class 2 student in Haryana, allegedly by a 16-year-old, said the task of preliminary assessment under the J J Act is a “delicate task”.
